STATEMENT by the Delegation of Georgia to the OSCE at the Permanent Council regarding the Warsaw Human Dimension Conference 2026

Mr. Chairperson,

The Delegation of Georgia would like to take this opportunity to reflect on the conclusion of the two-week Warsaw Human Dimension Conference, which provided an important platform for dialogue between participating States and civil society, as well as for exchanging views on the implementation of the OSCE’s human dimension commitments.

The effectiveness of the human dimension, as an integral pillar of the OSCE’s comprehensive approach to security, depends on open dialogue, inclusive participation, and the meaningful engagement of civil society with participating States. At the same time, the credibility of OSCE platforms rests on respect for established rules of procedure and the applicable Code of Conduct. Regrettably, repeated disruptions during national statements at the Conference undermined the spirit of constructive dialogue and the ability of participants to express their views without obstruction. Such conduct undermines the mutual respect and adherence to established procedures essential for meaningful multilateral engagement.

Mr. Chairperson, The rule of law, democratic governance, and the protection of human rights are fundamental to the OSCE’s human dimension. Freedom of expression is a cornerstone of democracy and must be respected equally for all, including elected representatives and public officials. OSCE platforms should foster genuine dialogue and the constructive exchange of views, rather than serving as instruments for selective interpretations, misleading narratives, or the politicization of differing opinions.

Furthermore, the independence and impartiality of the OSCE, including its autonomous institutions and mechanisms, are essential to the Organization’s credibility and the effective implementation of its commitments. These principles must be upheld consistently and without selectivity.

Georgia remains committed to engaging in good faith within the OSCE framework and to contributing constructively to the work of the Organization. We will continue to support an environment in which dialogue is substantive, participation is inclusive, and the principles of fairness, impartiality, and mutual respect are upheld by all participating States and participants.

Thank you, Mr. Chairperson.
